Source-backed scope
For adult Indian nationals already lawfully in Cameroon, at the in-country resident-card stage. This branch is for a person previously admitted for stay under Article 13 who has completed at least six consecutive years of lawful stay under Article 20 and holds the stay card renewed for the second time required by the current Article 32(1)(a). A second renewal alone does not establish completion of six lawful years. The resident card has ten-year validity; this is not immediate settlement from India, an entry visa, citizenship, or a first temporary stay card. Special spouse, religious-congregation, refugee, lost-card and irregular-stay cases are outside this ordinary branch. Confirm the authority's eligibility and filing timing for the actual history; do not assume approval from years alone.

Checked 28 October 2026 against Presidency Decree 2025/059 and its current Article 32 ordinary resident-card file, alongside Article 20 of Decree 2023/147 for initial category eligibility and the DGSN published identification process. The 2025 decree expressly repeals the older 2023 residence-card Articles 37–45. Relevant signed PDF pages were visually reviewed. National statutory file and public process only; no private account, complete authenticated upload form, appointment booking or government payment was tested.
How to use this checklist
Start with the route facts first: citizenship, residence, application country, destination and purpose. Then review the document rows and order processing only where the row says it is required or optional.
Document requirements
| Document | Status | Scope | Evidence |
|---|---|---|---|
| Stay card renewed for the second time and qualifying lawful-stay history | required | legal use after arrival | Provide the carte de séjour renewed for the second time under Article 32(1)(a), and establish the actual eligibility history under Article 20: at least six consecutive years of lawful stay in the applicable Article 13 category. Do not substitute a second-renewal date for proof of six lawful years. The current text requires the card to remain valid at least one month before expiry; arrange filing with the competent authority in time. This guide does not infer a grace period after expiry or a fixed list of extra history certificates. Older-format identity cards remain valid until their expiry under Article 49. |
| Certified true copy of valid passport, less than three months old | required | legal use after arrival | Article 32(1)(a) requires a certified true photocopy made less than three months ago of the passport currently in validity. This age limit concerns the certified copy, not the passport's issue date. The ordinary resident branch does not state the long-stay visa endorsement required in other branches; do not import it from superseded Article 42 or special categories. Confirm the acceptable certifying authority. Certified copy does not mean certified translation or automatic notarisation/apostille. |
| Domicile certificate from the competent Mayor or Police Commissioner | required | legal use after arrival | Obtain the certificat de domicile issued by the territorially competent Mayor or Police Commissioner under current Article 32(1)(a). Do not replace it with a hotel booking or import the former universal neighbourhood/village-chief endorsement from the repealed document list. |
| Special criminal-record extract | required | legal use after arrival | Provide the extrait de casier judiciaire spécial named by Article 32(1)(a), following the competent authority's issuing procedure. This wording does not establish that an ordinary Indian police-clearance certificate is the requested special extract. No unsupported validity period, apostille or translation requirement is inferred. |
| Current tax-compliance certificate | required | legal use after arrival | Provide an attestation de conformité fiscale in validity under current Article 32(1)(a). Do not substitute a general Indian tax return or the former attestation de non-redevance wording without the authority's confirmation; use the actual current certificate and procedure. |
| Online pre-enrolment record and physical-enrolment appointment | required | legal use after arrival | Articles 30 and 9–10 apply online pre-enrolment followed by physical enrolment to the resident card, subject to an express DGSN derogation. DGSN links idcam.cm and describes contact verification, information form, payment and appointment selection, with a printable information PDF. Use the correct foreign resident-card category and follow current centre instructions; rollout is progressive under Article 51. CNI-specific birth certificates, nationality certificates and citizen-only requirements are not imported into this foreign-national guide. |
| Applicable resident-card stamp-duty payment record | required | legal use after arrival | Article 31 requires stamp duty at the amount fixed by finance law, subject to applicable agreements and conventions. Pay the current amount for the actual resident-card category and retain the payment/reference record. The DGSN brochure's CNI price is not a resident-card price. Government charges are separate from Enuncia services; no fixed amount or paid processing is selected automatically. |
| Personal enrolment with required supporting file and originals | required | legal use after arrival | Attend the selected identification/enrolment post with the required supporting file, certified copies and originals for checking as directed. Article 30 applies the physical-enrolment procedure in Article 10; DGSN describes document verification, scanning, biographic and biometric capture and checking the recorded information. Do not invent passport-photo size or printed-photo count from the image printed on the finished card. |
| Provisional identity title and card-collection notification | required | legal use after arrival | After physical enrolment, Article 33 provides a dated, signed provisional identity title, whose possession is a presumption of identity. Article 34's 48-hour issuance period runs after validation of the application, not from starting pre-enrolment, and does not guarantee completion of an unvalidated file. Collect the card at the enrolling post in exchange for the provisional title; Article 45 gives twelve months from collection notification. No three-month provisional-title validity is imported from the repealed 2023 text. The resident card is valid ten years under Article 35. |

The ordinary resident category includes persons under Article 13 who have lawfully stayed in Cameroon for at least six consecutive years. Separate categories concern Cameroonian spouses subject to law and recognised religious congregations. Article 20 is outside the 2025 decree's express repeal of Articles 37–45; the card document requirements now come from 2025/059 rather than the superseded Article 42.

The new identity-title system starts with online pre-enrolment and payment, followed by selection of an identification post and appointment. DGSN directs users to idcam.cm and describes verification code, information form, payment, appointment and printable PDF, then physical verification of certified supporting records and originals and biometric capture. Its CNI-specific birth/nationality documents and CNI fee are not foreign-resident-card requirements; resident-card rules are Articles 30–32 of the decree.
