Source-backed scope
For Indian nationals recruited as salaried expatriate workers by an ordinary-law employer with more than 20 Malagasy workers, preparing the renewal employer/worker work-permit file through EDBM's e-Work system. The headcount threshold refers to Malagasy workers, not total global employees. This renewal branch requires the previous permit and latest endorsed contract, plus an amendment or renewed contract where applicable. Work authorisation is a separate stage: this guide does not establish entry-visa or residence permission, prescribe when the worker may travel, or permit work before the required authorisation. Use the separate long-stay residence checklist when preparing the residence visa and card.

How to use this checklist
Start with the route facts first: citizenship, residence, application country, destination and purpose. Then review the document rows and order processing only where the row says it is required or optional.
Document requirements
| Document | Status | Scope | Evidence |
|---|---|---|---|
| Two named, reasoned requests, including one original | required | work authorisation | Prepare two copies of the reasoned request naming the worker and addressed to the Minister responsible for Labour, Employment, Public Service and Social Laws. At least one must be an original identifying the name and function of the company's person responsible for lodging and collecting the file. |
| Four original employment contracts under Malagasy labour law | required | work authorisation | Prepare four originals of the employment contract subject to Malagasy labour legislation, using the EDBM model where applicable. This is the contract submitted for approval, not a requirement to already hold the endorsed contract produced by this procedure. Confirm any language or format requirements before buying translation or authentication. |
| Worker information form signed by worker and employer | required | work authorisation | Complete one worker-information form, signed by the worker and employer and bearing the company stamp. Use the EDBM form. |
| Employer information form signed and company-stamped | required | work authorisation | Complete one company-information form, signed by the responsible company representative and bearing the company stamp. Use the EDBM form. |
| Worker's declaration on honour | required | work authorisation | Provide the worker's declaration-on-honour form. The cited checklist does not prescribe a notarised affidavit or apostille. |
| Employer company's declaration on honour | required | work authorisation | Provide the employer company's declaration-on-honour form. The cited checklist does not prescribe a notarised affidavit or apostille. |
| Opening declaration or annual workforce return | required | work authorisation | For an employer less than two years old, supply its opening-declaration form; otherwise supply the periodic annual workforce-information return. These are alternatives matching company age, not two mandatory documents for every employer. The sheet says the forms are sold by the Imprimerie Nationale. |
| Previous work-permit copy | required | work authorisation | For renewal, provide one copy of the previous work permit. |
| Two copies of the latest endorsed employment contract | required | work authorisation | For renewal, provide two copies of the most recent endorsed employment contract. The four original contracts in the common file remain listed separately. |
| Applicable contract amendment or renewed contract, four copies | conditional | work authorisation | Where applicable, provide four copies of the amendment modifying the initial contract or of the renewed contract. This supplementary renewal row is conditional on the contract circumstances. |
| Official e-Work submission and file reference | required | work authorisation | Submit the employer/worker file through https://e-work.edbm.mg as directed by EDBM. Follow current portal upload and physical-original instructions; scanned submission does not remove the stated original and quantity requirements. Keep the application and filing reference. A submitted file is not an issued work permit. |
| EDBM processing payment and official receipt | required | work authorisation | The dated checklist lists a 100 euro processing charge payable in Ariary at the EDBM Front Office using the displayed monthly central-bank rate. Confirm the current charge and payment instructions with EDBM and retain the receipt. Outputs listed are the payment receipt, filing certificate, two endorsed contracts (and applicable amendments) and a work permit. Government charges are separate from Enuncia document-service prices; residence-visa/card fees are a separate stage. |

No. Translation is shown per document row because official sources may accept some documents as issued while requiring translation for others.
Can I order document processing from this checklist?
Build your checklist using the route facts first. A processing option can be selected only where supported by the document row. Rows needing language or authentication confirmation remain under review before pricing.
